TC Energy offers shippers great opportunities to reach U.S. Midwest and U.S. Gulf Coast markets via the Keystone Pipeline System. The 4,324-kilometre (2,687-mile) Keystone Pipeline System plays a key role in connecting Alberta crude oil supplies to U.S. refining markets in Illinois, Oklahoma and Texas, as well as connecting U.S. crude oil supplies from the Cushing, Okla., hub to refining markets in the U.S. Gulf Coast through our Marketlink Pipeline System.
Keystone Pipeline System Open Season
On January 6, 2021, TC Energy launched an open season to solicit binding commitments for crude oil transportation services on the Keystone Pipeline System from Hardisty, Alberta to Patoka, Illinois.
Up to 80,000 barrels per day of capacity is being offered subject to terms and conditions specified in the open season information package. Interested parties must submit binding bids before the close of the open season on February 19, 2021, at 12 p.m. MT.
Interested parties in this open season will be required to satisfy creditworthiness requirements and to provide any required contract financial assurances on or before March 26, 2021. The successful party or parties’ contracts will be countersigned within 60 days following the closing date of the open season.
Interested parties that desire to receive a copy of the open season information package, including the form of transportation service agreements, are required to execute a confidentiality agreement in the form downloaded from this webpage. Confidentiality agreements that have been altered, changed or amended in any way by interested parties other than insertion of required information may not be accepted by TC Energy, in which case the open season information package will not be provided to such interested parties.

To submit a future Nomination, please contact Keystone Portal Administrator at least ten (10) Banking Days prior to the desired Nomination Date, such that Shipper can complete a Customer Application and satisfy Financial Assurance requirements.

How are we regulated?
The Keystone Pipeline System is governed by two regulatory bodies, the Federal Energy Regulatory Commission (FERC), and the Canada Energy Regulator (CER), which replaced the National Energy Board (NEB) in August 2019.
