Wisconsin Reliability Project
Overview
TC Energy’s proposed Wisconsin Reliability Project is a set of projects designed to increase base system reliability and expand an existing portion of the ANR Pipeline Company (“ANR”) system to serve markets in the midwestern U.S., while lowering emissions by approximately 30,000 metric tons CO2e (carbon dioxide equivalent) per year – the equivalent to removing more than 6,500 passenger vehicles from the road annually (collectively “WRP” or the “Project”).
By expanding its system, ANR will be able to provide up to an incremental 144,000 dekatherms per day of natural gas capacity to local area distribution and electric generation companies in markets that have recently announced significant coal fired generation retirements. The Project’s facilities include, in part, the installation of electric motor compressors with fuel switching capabilities for additional reliability to replace existing gas-powered compressor units along ANR’s system.
The Project also involves replacing approximately 51 miles of smaller diameter, existing pipeline throughout Wisconsin and North Illinois with larger diameter, new pipeline to increase system efficiency and reliability while meeting the increased market demand. Additionally, the Project will replace and upgrade existing gas compression facilities with hybrid units at the existing Kewaskum and Weyauwega stations which will result in a net reduction to the Project’s direct greenhouse gas (“GHG”) emissions, as well as upgrades to the Lena, Merril, Oshkosh, South Wausau, Steven’s Point and Two Rivers existing meter stations.
Key Project Components
Increased capacity and reduced GHG emissions will be achieved through the installation of strategic, incremental facilities and upgrading existing infrastructure with brand-new, more efficient facilities.
Project Benefits
- Environmentally Responsible with Reliability – ANR is committed to avoiding energy outages that other parts of the country have experienced during recent weather events. Strategic replacement and upgrades of compression facilities at Kewaskum and Weyauwega and will include the installation of environmentally friendly hybrid units that are powered by electricity during normal operations but can transition to natural gas in the event of a power outage to ensure safe reliable service to our customers.
- Climate Friendly – The Project customer(s) will use WRP’s capacity to aid in the planned retirement of coal generation and transition to their renewable energy portfolios.
- Capacity Expansion – ANR will be able to provide up to an incremental 144,000 dekatherms per day of natural gas capacity to enable adequate supply for growing energy demand in Wisconsin.
- Economic Activity - An economic impact report estimates that this project would provide an estimated one-time increase of economic activity during construction that would support approximately:
- 4,313 jobs
- $319.9 million in associated labor income
- $1.1 billion in economic output
- $67.9 million in local and state tax revenue
- Community investment - In 2022, TC Energy’s Community Investment provided more than $352,900 in Wisconsin and over $240,100 in Illinois together through TC Energy and TC Energy Foundation, helping to build strong communities with a focus area in resilient communities, education, environment and safety.

What is your standard for pipeline safety?

Homestead Hollow Park Q&A
What is the construction timeline?
Construction timelines are dependent on the receipt of various permits. Construction is targeted for Q1 2024. The in-service date is scheduled for Q4 2025. Ongoing environmental and reclamation inspections and associated mitigation work should be anticipated through 2026. Homestead Hollow's Restoration Plan may differ from this schedule based on ongoing discussions.
Why has sections of pipeline been rerouted instead of using existing easements?
Due to the growth of commercial business around the existing pipeline there is no longer sufficient temporary workspace available to ensure safe installation. Additional routes were considered as well, however, this route was the best option due to the growth that has occurred in the area, along with reviewing the future plans for subdivisions and commercial development.
Has the county been involved?
Yes, we continue to collaborate with WASCHO officials on all matters and have been utilizing the feedback received in conjunction with environmental, engineering and restoration subject matter experts to ensure satisfaction.
How will the land be reclaimed post construction?
A detailed restoration plan is being developed, stay tuned for more information.
Will the park be unavailable for community use?
The use of the park will primarily be unimpacted. The soccer fields, dog park, pond and venue will all be accessible during construction. A trail closure plan will be created in conjunction with WASHCO personnel that will temporarily close portions of the trail system during construction. These areas will be visibly marked with signage, if impacted. WASCHO personnel may choose to close the park at any time but details are still to be determined.
Will this impact hosting a party, wedding, or event at Homestead Hollow Park?
No. ANR anticipates no noticeable disturbances to various amenities at the park other than potential trail closures. Mitigation measures are in discussion with WASHCO personnel as well.
Will this add increased traffic around the park?
ANR will not be using the parking lot in any way during construction. All construction access will be contained within the easement and associated workspaces. Traffic Management plans will be implemented based on Wisconsin Manual of Uniform Traffic Control Devices and industry best practices.
How will we monitor safety during construction?
Safety Inspectors will be present during construction to monitor all activities, daily safety meetings will be held in adherence to a Site-Specific Safety Plan.

Going Forward
WRP construction is expected to begin in March 2024 with a proposed in-service date of November 2025.
