Clark Project
A proposed natural Gas project
Connecting to virtually every major pipeline in the U.S. Gulf Coast and additional Midwestern lines, TC Energy’s Columbia Gulf Transmission System (CGT) ensures energy reaches where it’s needed most, adapting to evolving energy demands and shifting environmental priorities.
To help meet this growing demand, the proposed Clark Project (the Project) is designed to provide firm natural gas transportation to East Kentucky Power Cooperative’s (EKPC) J.K. Smith Station) to help ensure a reliable and cost-effective energy supply for Kentucky.

Community benefits
We go beyond the delivery of energy. By enhancing the system to meet existing and growing demand, we create lasting economic impacts across the region through job creation, associated labor income, increased tax revenues to support state and local priorities and increased local spending.
Employment and business opportunities — We will explore all possible options to ensure that the workforce hired for this project is representative of the local communities. This will not only increase the demand for local goods and services but also promote economic growth in the area.
Annual revenue to support local services — Project construction will result in tax payments to all levels of government. Once operational, our projects continue to provide annual tax payments that play a crucial role in funding essential community services.
Supporting local communities — Through our social impact program, Build Strong, we invest in causes and organizations that support local communities where we operate. Whether through providing grants, awarding scholarships or supporting local events that bring community members together, our goal is to help build strong, vibrant communities. Visit TCEnergy.com/BuildStrong to learn more about our social impact program and how to apply for funding.
FAQ
Who is TC Energy and what do you do?
We build and operate safe and reliable energy infrastructure. This includes our 58,100-mile network of natural gas pipelines, which supplies more than 30 per cent of the clean-burning natural gas consumed daily across North America to heat homes, fuel industries and generate power.
With our presence across the continent, we also support jobs and generate long-term economic opportunities. Our people play an active role in building healthy, vibrant and prosperous communities. We’re proud of how our hard work and commitment sets us apart and benefits society, every day.
Is your pipeline safe?
Safety is our top priority. The pipeline is designed, constructed and operated in accordance with rigorous federal safety standards, including regulations set by the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA). We use advanced monitoring systems, routine inspections and preventive maintenance to ensure pipeline integrity. In addition, the pipeline is regularly tested and patrolled to identify any issues before they become safety concerns. Our team works closely with emergency responders and local authorities to ensure proper preparedness and public safety. We are committed to maintaining the highest safety standards throughout the life cycle of the pipeline. What are the benefits of natural gas?
Natural gas plays a critical role in the global energy transition. It is a reliable, high-efficiency energy source that is affordable. We build and operate safe and reliable energy infrastructure, including our 30,480 miles of natural gas pipelines in the U.S.
How will TC Energy acquire the rights to build the pipeline on private land?
We will seek to acquire the land rights necessary to build and operate the pipeline system through negotiation with each landowner in accordance with our Land Guiding Principles. The types of agreements and land rights to be acquired will vary by property based on Project needs and will be presented to landowners through our land agents. Landowners will have ample time to review and discuss the documents with their assigned land agent.
Can landowners grant easements to others if they cross your pipeline?
The granting of an easement to TC Energy does not prevent the landowner from granting another easement to someone else that crosses their property or TC Energy's easement, so long as it does not interfere with our easement rights. For safety and operating reasons, certain design and construction restrictions will apply to proposed nearby construction or crossings of our pipeline. The parties proposing to install or construct facilities near the pipeline are required to apply for written consent to cross or encroach from TC Energy, and coordinate with our Operations and Crossings Teams prior to and during activities on or near TC Energy’s right-of-way.
How are we regulated?
The Clark Project is governed according to regulations outlined by the U.S. Federal Energy Regulatory Commission (FERC).
